tion. From 1984 to 1996, he was the treas-
urer of the School District Authority of Chel-
tenham Township. From 1985 to 1988, Paul
was the Assistant Secretary of the Phil-
adelphia Bar Association after serving three
years on the its Board of Governors and
chairing Bench Bar conferences. Then in

1988, Paul became the president of the Jew-
ish Community Relations Council after years
as vice president, secretary and treasurer.
During his three-year tenure, he also served
on the Committee on Local Services of the
Federation of Jewish Agencies and became a
trustee of FJA. And just because he didn’t
have enough to do, Paul was elected Secret-
ary of the Philadelphia Bar Association.
In 1992, Paul was honored by the Associ-
ation of Jewish Holocaust Survivors in Phil-
adelphia. From 1992 to 1994, he was the
chairman of the PA Jewish Coalition and Co-
chair of the National Jewish Community Rela-
tions Advisory Council’s Commission on the
Assessment of Anti-Semitism. From 1993 to
1996, Paul was appointed by then Governor
Robert Casey as a member of the PA Herit-
age Affairs Commission. Finally, in 1999, he
became the National Vice-Chair of the Jew-
ish Council for Public Affairs and during the
early 2000s was a member of the Planning
and Allocations committee and the Human
Services committee of the Jewish Federation
of Greater Philadelphia. Paul is survived by
his son David (Debbie) and daughter Debra
(Silke Aisenbrey), grandchildren Lee
(Ashley), Jake, Naomi Olsen (Benjamin
Weber) and Noah, and great grandchild Emil-
ia (Olsen).

MELTZER MAYER
Richard A. Mayer has died after a valiant
three year fight against colon cancer. He
fought the disease until May 2020 when his
doctors told him that the chemo therapy was
no longer working and he would not survive a
more potent formula. At that time he was put
into the Snowline hospice care program.
Richard is tremendously grateful to the
Snowline staff for their great care and gave
him relief in his time of need. Richard served
in the U.S. Navy shortly after WWII and was
called up again during the Korean conflict.
Richard was fortunate enough to have served
state-side during both tours of duty. He
served in the Navy as a radio operator and
aircraft machine gun operator but managed
to visit many places in the U.S. during his
service including the, then territory, of
Hawaii. Richard was born and raised in Phil-
adelphia and his initial business experience
was in electrical supply and lighting. He took
a regional sales position with Lithonia in
1962 relocating his family to Los Angeles,
CA. Richard started in the toy industry in
1966 when he accepted a job as national
sales manager with plastic model company,
Revell, Inc. He was later recruited and hired
by Mattel Toys in 1969 as Director, National
Accounts and was later promoted to Director
of Marketing, Toys. Richard enjoyed some of
Mattel's strongest years. During his tenure
the Hot Wheels brand was one of the hottest
boy's toys in the world. Richard remained in
the toy business with a variety of companies
and then founded his own consulting busi-
ness as owner and C.E.O of RAM Marketing,
Inc. Richard proudly volunteered as a Direct-
or of Protocol at the 1984 Summer Olympics
in Los Angeles. Richard was a VVIP (very,
very important person) ambassador escort-
ing and providing services for various heads
of state and royalty during those successful
Olympic Games. Richard's life was a full one
including meeting lots of celebrities and trav-
eling throughout the world. While he was
healthy he traveled annually to see his daugh-
ter and six grandchildren in Israel and would
also travel annually back to his childhood
roots in Philadelphia to visit his son and four
grandchildren. Beloved husband of Judith
Ann Mayer since 1966. Son of the late Faye &
Bert Mayer. Loving father of Judith Breton
(Willie Breton) (Nof Ayalon, Israel) & Mi-
chael Mayer (Isabell Cardonick) (Wallingford,
PA), Beloved Gramps to 12 grandchildren &
12 Great grandchildren in Israel & the U.S.
Richard was most currently a resident of Dia-
mond Springs, California (Sacramento area).

MINKOFF Paul Minkoff, 92, passed away peacefully in
his home of 50 years in Glenside, PA on July
20th, from complications after a surgical pro-
cedure in early June. Paul was born in the
Germantown section of Philadelphia to Abra-
ham Minkoff, a Russian immigrant and Anna
(Smith) Minkoff, a Philadelphia native and
one of the first registered nurses in the city.
He was in the Central High School Class of
185 and, prior to the Coronavirus pandemic,
had lunch with several classmates every
month at Scoogi’s in Flourtown. Paul atten-
ded Villanova University on a work-study
scholarship, graduating with a degree in Eco-
nomics in 1950. He then did financial work
for a business during the day while attending
Temple University School of Law at night.
Upon graduation in 1954, Paul entered the
Army as a member of the XVIII Airborne
Corps and was honorably discharged in
1956. He then returned to Philadelphia to be-
gin his law career and became involved with
Germantown Jewish Centre and the Young
Leadership Council. He met the late Hilda
Bressler at a Young People’s League of the
United Synagogue of America convention in
Atlantic City and they married in November of
1957. A year later, they moved to Asheville,
NC so that Paul could take a break from the
law and become the controller for textile
company owned by the family of one of his
Army buddies. He and Hilda returned to Phil-
adelphia in 1962 so that Paul could join the
law firm of Klovsky, Kuby and Harris. He be-
came a partner and was the last surviving
member, not retiring until his mid-80s.
During his career, Paul continued to be very
active with Germantown Jewish Centre, be-
coming president in 1971 at 43 years old; at
the time, the youngest ever to hold the posi-
tion. He also got involved in local Democrat
politics, running for commissioner of Glen-
side and, in 1980, for State Representative
for the 154th legislative district against the
long-time incumbent. Paul managed to cap-
ture more than 40% of the vote in what was
then a predominately Republican district.
Paul then began many years of service to the
Jewish and legal communities in Phil-
adelphia. In 1983, he chaired the Memorial
for Six Million Jewish Martyrs and continued
to organize future events. In 1984, Paul co-

REITER Judge Joseph H. Reiter, retired, of Cherry
Hill, NJ and Boynton Beach, FL passed away
June 16, 2020. He was 91. Joe was born in
Phila. and raised in Perkasie. He returned to
Phila. to attend Frankford High. He then at-
tended Temple University and Temple Law
after which Joe entered the Army and was
stationed at Okinawa. Upon discharge from
the Army, Joe held many posts including civil
attorney advisor to the Army, Assistant U.S.
Attorney for the Eastern District of PA, Chief
of the Organized Crime & Racketeering Strike
Force for Western New York State, Senior
Trial Attorney in the Tax Division of the De-
partment of Justice, Regional Director of the
Office of Drug Abuse Law Enforcement
(ODALE). He then became the Director of the
Drug Law Enforcement Office of PA. In 1978
Joe became a partner in the law firm of
Stassen, Kostos & Mason which became
Kostos, Reiter & Lamer. In 1989 he became a
Judge on the Armed Services Board of Con-
tract Appeals and later became “Of Counsel”
to the firm of Kostos & Lamer. He was a
member of the Ameican, Phila., Federal and
DC Bar Associations, the Pan American As-
soc. and the American Legion. Joe was a fas-
cinating, intelligent, funny, charming guy who
was known for his honesty, integrity, respect
and dignity. He was the son of the late Nich-
olas Reiter, Sr. and Barbara (Hellmann) Reit-
er and the brother of the late Nicholas Reiter,
Jr. He was married to the late Irene M. Reiter
and the late Judge Merna Marshall Reiter. He
is survived by his present wife, Beverlee
(Babs) Bearman-Reiter, two nieces, Juliet Gill
and Karin Berson, and his goddaughter, Lisa

PAUKER Miriam Pauker Langhaus of Boca Raton, Flor-
ida passed away at the age of 98 on May 22,

RHEUBAN Frances Rheuban (nee Hymowitz) born Sept.
8, 1934, passed away peacefully on June 12,
2020 at the age of 85. “Faye” is survived by
her loving husband Robert Rheuban. They
were married on Oct. 10, 1952 and would
have been married 68 years. Faye is also sur-
vived by her twin daughters Rande (Howard)
Levin and Beth (Jerry) Rubinstein. Adoring

Selma Rothstein, 96, died on July 6, 2020, in
Louisville, Kentucky. She was born on
December 5, 1923, in Philadelphia, to Leah
and Jack Rosenfeld. She married Sidney
Rothstein on September 19, 1942. She was a
member of Adath Jeshurun Congregation in
Elkins Park, Pennsylvania, and lived in the
Philadelphia area until 2008, when she
moved to Louisville, Kentucky, to be near her
family. She became a member of The Temple
in Louisville. She was preceded in death by
her husband of 47 years, Dr. Sidney Roth-
stein; her daughter Freddie Rothstein; her
parents; her sister, Ann Hoffman, and her
brother, Sidney Rosenfeld. Selma is sur-
vived by her son, Mark Rothstein (Laura) of
Louisville; granddaughters Jodi Donner of In-
dianapolis, Julia Irzyk (Bryan) of Sherman
Oaks, California, and Lisa Goldberg (Matt) of
Louisville, and her great-granddaughters
Leera Donner, Sascha Donner, Rachel Gold-
berg, and Molly Goldberg. She married her
high school sweetheart at age 18, during
World War II, when he was serving in the
Navy. They were married the day before Yom
Kippur, a day normally forbidden for wed-
dings, but the rabbi made an exception be-
cause of the war. They both loved traveling
(especially cruises) and spending time in At-
lantic City at their vacation apartment. She
was very proud of Philadelphia and took fam-
ily members to historic sites there. She
loved giving gifts and hosting parties for
weddings, Bar/Bat Mitzvah’s, birthdays, and
anniversaries. Her parties were always
planned down to the smallest detail and al-
ways had lots of food. Whatever the occa-
sion, she was always impeccably dressed
with matching accessories. She was a great
baker. She was an avid life-long card player
and passed that love down to everyone in the
family. She enjoyed reading and was inter-
ested in sports and politics. Of most import-
ance to her was spending time with her fam-
ily. A private service was held in Philadelphia.
